YCSO is asking for the public’s help in locating a Spring Valley man that’s been missing since February 7-th. Spokesman Dwight D’Evelyn says 47-year old Nicholas Rice has a history of mental health issues and left without his medication. He has a snake tattoo on his left arm, a large tattoo across his stomach and a surgical scar on his torso from a kidney removal.
