A new Judge-Pro-Tem has been named to Yavapai County Superior Court. Presiding Judge David Mackey chose Debra Phelan as Judge Pro-Tem, which becomes effective January 7-th. Phelan was chosen from 11-applicants. She’s lived in the Prescott area for 11-years.
