Prescott Man Convicted After a Car Chase Involving 2 Crashes

Yavapai County Attorney Dennis McGrane announced that on May 2, 2024 a Yavapai County Jury found Raymond Jacob Kosse, 28, of Prescott, guilty of Theft of Means of Transportation, Unlawful flight from Law Enforcement, Criminal Damage, and Criminal Trespass.

County Attorney McGrane thanked the jurors for their careful attention to the case, and thanked prosecutors Jason Nunez and Anthony Garcia for their hard work in preparing the case for trial, as well as commending the Chino Valley Police Department and the Yavapai County Sheriff’s Office for a thorough investigation into Kosse’s crimes.

County Attorney Dennis McGrane stated, “Mr. Kosse’s conduct was dangerous and outrageous. Fleeing from a traffic stop puts officers, and everyone else on the roads, at risk. Stealing, and then wrecking, an innocent person’s vehicle is outrageous and deserving of serious punishment. I applaud the citizens who stepped in to apprehend this fleeing felon, and I hope the lengthy prison sentence that Mr. Kosse will receive will deter others from engaging in this type of behavior in Yavapai County.”

The incident began on the afternoon of February 16, 2022. A police officer recognized Kosse as a person of interest in an open investigation. Officers from several local law enforcement agencies contacted Kosse a short time later. Instead of complying with a command to get out of his car, Kosse fled and eventually crashed his vehicle. A foot chase ensued, and Kosse eventually stole a vehicle to get away. Kosse soon crashed the stolen vehicle and again fled on foot. Kosse was eventually tackled by several citizens who saw him running from the police.

Sentencing is scheduled for June 28, 2024 at 3:00 p.m. before the Honorable Judge Phelan of the Yavapai County Superior Court. Given his extensive criminal record, Kosse is facing a minimum of 11.25 years in prison.
