3 Finalists Named for Prescott City Manager Public Invited to Meet and Greet

The City of Prescott has named three finalists for the City Manager position. Finalists will meet with members of staff executive team and the community on March 21, then they will interviewed on Friday, March 22 by City Council members.

Members of the public are invited to attend a meet and greet with the City Manager finalists on Thursday, March 21 from 1:00pm to 3:30 p.m. at the Hassayampa Marina Room 122 E. Gurley Street Prescott, AZ 86301. At the meeting, each candidate will provide a brief bio and will answer questions one-on-one. This is an “open house” format with no formal program, so citizens can come anytime during the two-and-a-half-hour period.

Finalist Information

  • Dallin Kimble serves as the County Administrative Officer for Mariposa County, California. He has held this position since 2017 where he is responsible for implementing the policies and direction of the elected board of supervisors. His responsibilities overseeing a $214.1 million County budget as well as County strategy, real estate, economic development, housing development, public information, technical services, indigent defense, purchasing, legislative agenda and performance management. He is a results-oriented local government leader with a broad range of training and experience. He enjoys thinking strategically to find sustainable solutions and innovative approaches that yield greater benefits. Mr. Kimble has his Bachelor of Arts in Economics from Brigham Young University and obtained his Master of Public Administration from Arizona State University.
  • Andrea Phillips is an ICMA Credentialed Manager and has worked for the public sector for twenty years, serving the last ten as Town Manager for two communities in Southwest Colorado. Prior to that she served in the Finance Department for the City of Columbus, Ohio and the State of Ohio. She earned a Bachelor’s Degree in Political Science and has dual Master’s Degrees in Public Policy and Management and City and Regional Planning. She and her husband Matt enjoys the outdoors, good food, and travel. Andrea is committed to public service, working with elected officials, city staff and the community to solve problems. She is excited for the opportunity to serve as Prescott’s next City Manager.
  • Scotty Douglass is a seasoned public management professional with 27 years of experience in local government and four years in the private sector, complemented by four years of service in the U.S. Navy. A graduate of Saint Mary’s College of California, Scotty earned a master’s degree in leadership and a bachelor’s degree in business management. Currently living in the Verde Valley of Yavapai County with his wife and son, Scotty and his family enjoy being involved with the local community and exploring the beautiful landscapes of Arizona. With a can-do spirit and a commitment to excellence and transparency, Scotty is a visionary servant-leader with extensive experience in budget management, public safety, quality of life services, innovation, project management and community building. Looking forward to the final steps in the recruitment process, Scotty is honored to be considered a finalist with the City of Prescott.
