ADOT wants drivers of all-terrain-vehicles to stay off roadway shoulders. Officials say roadway shoulders are not to be used for joyrides, only emergencies. ATV users create many hazards when they drive on shoulders and cause damage to shoulders. Some areas of concern include Highway-188 in Tonto Basin and Highway-89 between Highway-93 and 71.
