9/28 Flagstaff Police charged 3-people with kidnapping. On the night of September 21-st, the suspects kidnapped a man and took him to a home in the 4400-block of East Blizzard Way. The victim was restrained, repeatedly beaten and threatened with a gun before he was eventually released. It’s not clear yet why the suspects kidnapped the man. Arrested were 35-year-old Cesar Barrandey, 46-year-old Jose Barrandey, and 39-year-old Kimberly Santos, all of Flagstaff. During their arrests, several guns were seized. All three are charged with kidnapping, aggravated robbery, aggravated assault with a deadly weapon and aggravated assault by 2 or more persons. Jose Barrandey was also wanted on a felony warrant out of Yavapai County.
